Immigration Minister of Canada, Marco Mendicino, on April 14, 2021, announced that Immigration, Refugees and Citizenship Canada intends on opening up new pathways for those in Canada as international graduates or essential workers so that they can easily apply for and avail permanent residency in Canada. 80,000 applications were received by immigration, Refugees, and Citizenship Canada, and the program was closed in November 2021 for the year. However, Immigration, Refugees, and Citizenship Canada intends on opening up a similar pathway for people during 2023, which is soon!

Who qualifies under the TR to PR Immigration program targeting International Students?

To qualify under this new TR to PR 2023 program for International Students, candidates must demonstrate that they have the following factors to support their case: 

1. A graduation degree from a program offered by one of the designated learning institutions in Canada. This program should be completed post-January 2017 and should have been at least 8 months in duration for the candidate to qualify.

2. Achieved the following credentials from a well-known and recognized designated learning institution:

    • A degree (Master’s, Bachelor’s, Associate’s’ or Doctorate) 
    • A certification in the form of a degree, diploma, or attestation that must have been issued after the completion of a program leading to a skilled trade occupation. 
    • One of more certifications where the following standards are met: 
      • Each program of study should be at least 8 months long, and the combined credentials should be that of a two-year credential (16 months duration).
      • DVS & AVS should be at least 900 hours long. And when combined, it must be 1,800 hours in duration.

3. A valid study permits to their name while studying in Canada.

4. Currently employed in Canada with authorization to work.

5. Has acquired the efficiency of at least CLB Level 5 in English or French is the past 2 years if applying through the Foreign National’s Program and CLB Level 5 in French if applying through the French-speaking program.

6. TR status in Canada and be present while applying for and receiving the status for PR.

7. Intend to reside somewhere other than Quebec.

What are the available pathways for permanent residency under the Tr to PR pathway in 2023?

The TR to PR pathway 2023 may be introduced to the public through special public policies that aim to provide opportunities for those working with temporary status as international graduates and essential workers. These people are the ones who can help the country’s economy build following the Covid-19 pandemic through their professional skill sets. 

These are the four special policies announced by IRCC TR to PR: 

  • French-speaking international graduates in Canada 
  • Internation graduates in Canada 
  • Foreign nationals in Canada working as associates in Canadian essential services or professions. 
  • French-speaking foreign nationals living in Canada with work experience in Canada

Who qualifies under the TR to PR pathway Canada targeting essential occupations?

According to the new set programs, the applicants interested must demonstrate the following: 

  • At least one year of full-time experience or the equivalent of it within 3 years of submitting the application. 
  • Employed in Canada under any occupation at the time of receiving permanent residency. 
  • At least CLB Level 4 in English if applying under the Foreign National program or CLB Level 4 in French if applying under the French speaking program. 
  • Live in Canada with a valid temporary residentship status 
  • Intends to reside somewhere other than Quebec.

What are the different occupations that qualify as essential workers in the TRto PR program 2023?

To qualify as someone who benefits from these public policies and as an essential worker, applicants should have at least a year of work experience. The IRCC identifies over 100 occupations that are considered essential.

What documents do I need for TR to PR 2023?

The IRCC has not yet confirmed the complete list of documents for TR to PR 2023 Canada. But for anybody looking to send in applications for TR to PR 2023, this list is safe to consider: 

  • Civil status documents 
  • Digital photos 
  • Medical examination results 
  • Copy of educational certificates/degrees for proof and transcripts of Canadian education
  • All completed application forms 
  • Any work reference letter from employee or colleagues

Do I have to demonstrate settlement funds when I apply under one of the TR to PR immigration programs?

No, applicants do not need to demonstrate settlement funds when they applies for any of the TR to PR pathway immigration programs. 

How much does the TR to PR immigration programs cost?

All applicants will need to pay a fee of 1365 CAD when they submit their application for any program under the TR to PR timeline. If a spouse or common-law partner is included, the fee for the same will apply. 

Is a job offer required to apply for the TR to PR immigration programs?

It is not important for an applicant to have a job offer to apply for the TR to PR pathway because policies under this program focus on educational background and work experience rather than current job offers. When applying under the essential works or health care worker program, you must have at least a year’s experience in the last three years (before the application).

How long will it take to process applications made under the TR to PR immigration programs?

There is no particular time committed by the IRCC, when it comes to TR to PR transitions and application acceptance. However, IRCC did process 40,000 out of the 80,000 applications received and intends to process the rest in the 2023 window. This is because the Tr to PR pathway program is an accelerated process to provide residency to workers and international graduates.

Can applicants’ spouses and dependent children also be included in an application for permanent residence under the TR to PR immigration programs?

Under all 4 policies listed by the IRCC, the applicant’s spouse, common-law partner, or dependant children can be included in the application. This means that the applicant’s partner and dependent children will also receive permanent residency along with the applicant. 

Is there a limit to how many applications will be processed under the TR to PR immigration programs?

The policies established by the IRCC all have a limit to the number of applications that will be accepted. The International Graduate and Essential Workers program both have a limit. Here is what they are: 

  • 40,000 applications will be accepted from International Students;
  • 30,000 applications will be accepted from Essential Workers;
  • 20,000 applications will be accepted from healthcare Workers. 

The limit for both International Students & Essential Workers was reached in May and July 2021 respectively.

Once the intake cap is reached on the TR to PR immigration programs, will they re-open?

These public policies were introduced by the IRCC as a one-time program and were valid only till the 5th of November 2021. The good news is that the Canadian government has recently confirmed that they do have plans of continuing to do the same in the year 2023. The IRCC accepted a total of 84,177 applications in 2021 and released the TR to PR updates that state that over 72,000 applications in the next two years. 

If an applicant currently lives and works in Quebec, can they apply to one of the TR to PR immigration programs if eligible?

The program can be applied by those who can satisfy the criteria for applying for any of the public policies put in place by the IRCC. Even if the applicant is a resident of Quebec, as long as they meet the criteria and intend to stay anywhere other than Quebec, they can apply for the TR to PR pathway program. 

Once permanent residence status is granted under one of the TR to PR immigration programs, can the applicant live anywhere in Canada?

Anywhere in Canada but not in the province of Quebec is granted by all 4 of these policies.

If I have applied under a TR to PR immigration program, can I apply for an Open Work Permit?

From the 26th of July 2021, those who have submitted their TR to PR pathway applications will also be eligible to apply for an Open Work Permit. To apply for the permit, one must: 

  • Be residing in Canada 
  • HAve Valid Canadian Work Authorization 
  • Have a work permit that will expire in four months 
  • Have applied to the TR to PR pathway program 
  • Meet the language requirements
  • Hold temporary or maintained status
