On December 17, 2024, the Canadian Government unveiled Canada Immigration Changes 2025 via a transformative Border Plan aimed at bolstering border security and improving the efficiency of Canada’s immigration system. The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, outlined several critical updates that are poised to reshape immigration processes in 2025.

 Elimination of Flagpoling

Flagpoling—a practice where individuals briefly leave Canada and re-enter through a port of entry to receive immigration services—is being phased out.

– In May 2024, limited hours for flagpoling were introduced at ports of entry.

– By June 2024, flagpoling services for Post-Graduation Work Permit applicants were eliminated.

– On December 17, 2024, the government announced its intention to end flagpoling entirely.

The effective date for this change is yet to be specified, but regulatory updates now grant the Immigration Minister the authority to determine which services can be provided at ports of entry. More details are expected in the coming weeks.

Removal of LMIA-Based Points in Express Entry for Canada-Bound Permanent Resident Candidates

As part of efforts to strengthen the integrity of the immigration system, the government announced the removal of additional points for Labour Market Impact Assessment (LMIA)-based job offers in the Express Entry system.

– Previously, LMIA-based job offers awarded 50 or 200 points depending on the occupation and TEER levels.

– This change, revealed during the December 17 press conference, aims to reduce LMIA fraud and enhance program integrity.

While the timeline for implementation is still unclear, this update will have a significant impact on applicants relying on LMIA-based points to improve their Express Entry scores.

Greater Control Over Immigration Documents

The 2024 Fall Economic Statement introduced proposed amendments to the Immigration and Refugee Protection Act, granting the government broader authority over immigration documents.

– New measures allow for the cancellation, suspension, or alteration of immigration documents.

– Authorities can stop accepting new applications where public interest may be at risk, such as in cases of fraud or security concerns.

These measures aim to safeguard Canadians and ensure the effective use of public resources.

Potential Impacts of Canada Immigration Changes 2025

The outlined changes are expected to significantly influence applicant eligibility, processing times, and employer strategies for hiring foreign workers. While further guidance from the Canadian Government is awaited, these developments underscore the evolving nature of Canada’s immigration policies.
